Where it comes from

Minutes and debate records of the Congreso Nacional and the Asamblea Nacional of Ecuador, from 1979-07-23, when Congress was installed after the return to democracy. Includes the 2007-2008 Constituent Assembly, distinguished by the AC prefix in its session identifier because its numbering overlaps with that of Congress. The sources are scanned PDFs with no text layer and of very uneven quality: the older volumes are typewritten and microfilmed. How it was transformed, step by step, is told in the process report that comes with the dataset.

Numbers

  • 6,105 sessions, in 47 of 47 years.
  • 1,292,596 rows; 1,280,822 are speech turns.
  • In 68.76% of those speech turns, we know which deputy is speaking; another 27.46% belong to those who cannot hold a seat. Not counting these or collective voices, 94.78%.

Women's voice, in words

Words of women deputies for every hundred words of deputies of known sex, by decade. It measures voice, not seats.

Sex is assigned by us, with more error for women than for men. That error was measured in eleven rosters—the lists of deputies—reviewed by hand. This one is not among them, and its series is drawn differently.

Before using it

This corpus declares six limitations, each one measured. They are in the dataset's "Known limitations" document, in English, Spanish and Portuguese.

The dataset

There are 17 files: the interventions; the roster; README, data dictionary, known limitations, and processing report, in English, Spanish, and Portuguese; and, for software, corpus numbers, metadata, and linkage methods.

The interventions file is 1.1 GB. Do not open it in a spreadsheet: it can truncate rows and text. When you choose the file, the explorer tells you how much memory it needs.
